Jakarta, March 24 (AseanAll) — Strengthening the effectiveness of ASEAN institutions in terms of decision making was the subject of discussion at the First Meeting of the ASEAN SOM Working Group on Decision Making Process (SOM WG on DMP) which took place in Jakarta on 21-22 March 2023, according to the Ministry of Foreign Affairs of Indonesia.

The meeting was chaired by Rolliansyah Soemirat, Director of ASEAN Political and Security Cooperation. The meeting was attended by all ten ASEAN Member States and the ASEAN Secretariat.

The SOM WG on DMP has the mandate to follow up on the outcomes of the 41st and 42nd ASEAN Summits which recommended strengthening ASEAN institutional capacity and effectiveness within the framework of the Post-2025 ASEAN Community vision.

During the two-day meeting, ASEAN delegates shared views on options for effective and efficient decision-making procedures in ASEAN, especially in specific and urgent situations.

The experience of the Covid-19 pandemic serves as a reminder of ASEAN's ability to respond quickly and responsively to special and emergency situations. Anticipating future dynamics, ASEAN realises that the effectiveness of institutions and work processes, including in terms of decision-making, is an important element to continue to develop while still relying on the ASEAN Charter.
After compiling key elements and work plans at this first meeting, the SOM WG on DMP under the chairmanship of Indonesia will continue to work intensively over the next few months to attempt to formulate various forms of decision-making guidelines that can be used by ASEAN in specific situations.
