Singapore, May 31 (AseanAll) — General Secretary of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam paid a state visit to Singapore from 28 to 31 May 2026.

Top Vietnamese leader To Lam received a ceremonial welcome and called on Singaporean President Tharman Shanmugaratnam this morning. Tharman and Mrs Jane Ittogi Shanmugaratnam also hosted a State Banquet in honour of President Lam and First Lady Madam Ngo Phuong Ly.
During their meeting, President Tharman and President Lam noted the progress made since the upgrade of our bilateral relations to a Comprehensive Strategic Partnership (CSP) in March 2025. They affirmed the high level of political trust, close economic relations, and blossoming cultural and people-to-people ties. They exchanged views on the increasingly difficult and unpredictable geopolitical environment, and the implications for our two countries and the region. Both leaders agreed that in these uncertain times, it was even more critical to deepen cooperation in key areas such as the development of clean energy and power connectivity, including through the ASEAN Power Grid (APG). Both leaders expressed a shared interest in maintaining regional and global stability, and accelerating ASEAN integration and energy resilience.
Singaporean Prime Minister and Minister for Finance Lawrence Wong held a delegation meeting with President Lam. They discussed ways to deepen leadership exchanges and cooperation based on the Plan of Action (POA) of the CSP. They expressed satisfaction with the progress of the Vietnam-Singapore Industrial Park, which is a flagship economic project between our two countries. They agreed on the potential to further collaboration in emerging areas such as agri-trade, science and technology and innovation, and the digital economy. Both leaders noted the importance of energy resilience in the region, and expressed their support to accelerate clean energy development and power connectivity, including through the APG. They also agreed that our two countries should be better connected, including through enhanced air connectivity, which is a key enabler of people-to-people links, as well as trade, investment and supply-chain integration. Prime Minister Wong also expressed Singapore’s readiness to support Vietnam in its human capital development. Prime Minister Wong and President Lam witnessed the announcement of several Memoranda of Understanding (MOUs) and agreements, including on the establishment of the Singapore-Vietnam Strategic Dialogue, supply chain resilience, agrifood, advanced manufacturing as well as the development of a specialised international commercial court within Vietnam’s International Finance Centre (IFC).

President Lam attended the Vietnam-Singapore Tech Connect Forum on the afternoon of May 29, and delivered the keynote speech at the 23rd International Institute for Strategic Studies (IISS) Shangri-La Dialogue on the evening of May 29.
On 30 May 2026, Singaporean Prime Minister Wong and Vietnamese President Lam planted the Hopea recopei tree at the Singapore Botanic Gardens to commemorate President Lam’s State Visit and to mark new growth in Singapore-Vietnam relations. President Lam was hosted to separate meals by Prime Minister Wong and Senior Minister Lee Hsien Loong. Singaporean Speaker of Parliament Seah Kian Peng also called on President Lam.
