Thai Cabinet approves five draft outcome documents for 48th ASEAN Summit

Bangkok, May 5 (AseanAll)  — On May 5, 2026, Thai Government Spokesperson Rachada Dhnadirek disclosed that the cabinet, in its meeting on May 5, approved the 5 draft outcome documents to be agreed upon and adopted on May 8, 2026 at the 48th ASEAN Summit, which will be held in Cebu, the Philippines.

Among the 5 documents, the first one is the document that will be agreed upon by ASEAN leaders, while the rest will be adopted by ASEAN leaders. They are:

1.CEBU Protocol To Amend the Charter of the Association of Southeast Asian Nations, prescribing inclusion of the Democratic Republic of Timor‑Leste as a member state of ASEAN, and amendment of the ASEAN flag and emblem by increasing the stalks of rice in the ASEAN symbol to eleven, corresponding to the number of ASEAN member states

2.ASEAN Leaders' Declaration on Maritime Cooperation, to promote maritime security, maritime economy, and marine environment

3.ASEAN Leaders' Statement on Priority Actions for Regional Resilience in Response to the Implications of the Situation in the Middle East on the Region, prescribing integration of cooperation under the three Pillars of the ASEAN Community to strengthen and prepare ASEAN in responding to the impacts of the Middle East situation and other crises

4.ASEAN Leaders' Statement on the ASEAN Convergence on Disaster Response: The ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework, to promote cooperation forpromptly and swiftly responding to natural disasters, climate change, biological threats, and other threats

5.The ASEAN Declaration on the Empowerment of Youth in Climate Action and Disaster Resilience, to promote youth leadership and participation in climate and disaster risk management at the community, national, and regional levels

The cabinet also authorized the Prime Minister or a representative to agree upon and adopted the 5 outcome documents, and instructed Ministry of Foreign Affairs to issue the instrument of ratification and send it to the ASEAN Secretary‑General, as depositary, once the document has been agreed upon by consensus at the 48th ASEAN Summit.

According to the Government Spokesperson, the 5 outcome documents will be important instruments in advancing Thailand’s interests within the ASEAN framework, especially in reinforcing energy and food security, promoting trade and investment within ASEAN, enhancing maritime safety and security, and addressing natural disasters and climate change.
