Beijing, February 4 (AseanAll) — Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), held in Beijing on February 4,2026 talks with Le Hoai Trung, Member of the Politburo of the Communist Party of Vietnam (CPV), Secretary of the Party Committee of the Ministry of Foreign Affairs, and Minister of Foreign Affairs of Vietnam, who paid a special visit to China as the Special Envoy of To Lam, General Secretary of the Communist Party of Vietnam (CPV) Central Committee.

Liu Haixing said, shortly after the conclusion of the 14th CPV National Congress, China and Vietnam have engaged in intensive exchanges, including a phone call between the general secretaries of the two Parties and the mutual dispatch of special envoys. This reflects the fine tradition of inter-party exchanges between the CPC and the CPV and is also an essence for building a China-Vietnam community with a shared future that carries strategic significance, fully demonstrating the special nature and importance of relations between the two countries and the two Parties. China believes and hopes that, under the guidance of the spirit of the 14th CPV National Congress and under the leadership of the CPV Central Committee with General Secretary To Lam at its core, the CPV and the Vietnamese government will lead the Vietnamese people to successfully accomplish the goals and tasks set by the congress, and achieve new and greater accomplishments in comprehensively advancing the renewal cause and pursuing the two centenary goals.
Liu Haixing said, the world today is facing growing uncertainties and instabilities, and China and Vietnam need to strengthen solidarity and cooperation to meet common challenges. Inter-party exchanges have always been the main channel and primary role of China-Vietnam relations. Under the new circumstances, the CPC is ready to work with the CPV to implement the important consensus reached between General Secretary Xi Jinping and General Secretary To Lam, maintain close strategic communication, deepen exchanges and mutual learning on theories and practices of state governance and administration, expand practical cooperation across various fields, promote exchanges among departments and mass organizations in culture, tourism, youth, women and workers, enhance coordination and cooperation on international and regional affairs, and advance China-Vietnam relations to a higher level.

Le Hoai Trung said, he is pleased to visit China as the Special Envoy of General Secretary To Lam. Following the 14th CPV National Congress, General Secretary Xi Jinping and General Secretary To Lam held a phone call immediately, providing strategic guidance for the further development of relations between the two Parties and the two countries in the new period. Amid a turbulent international landscape marked by power politics and unilateralism that seriously undermine world peace and development, Vietnam will continue to regard the development of relations with China as a top priority, strengthen unity and coordination with China, and serve as a firm strategic support for each other at respective new stages of development. The Party Committee of Vietnam’s Ministry of Foreign Affairs is willing to enhance cooperation with the IDCPC, implement through inter-party channels the important consensus reached by the top leaders of the two Parties, make good preparations for high-level exchanges, strengthen exchanges on state governance and party building, continue cadre training, and promote cooperation in trade, investment, transport infrastructure, science and technology, and people-to-people and cultural exchanges, so as to inject sustained momentum into the development of relations between the two Parties and the two countries.
