JOINT MINISTERIAL STATEMENT OF THE NINTH ASEAN PLUS THREE

 MINISTERIAL MEETING ON YOUTH (9 th AMMY+3)

WE, the ASEAN Plus Three Ministerial Meeting on Youth, met on 30 November 2024 via videoconference for the Ninth ASEAN Plus Three Ministerial Meeting on Youth (9th AMMY+3) under the co-chairpersonship of the Republic of the Union of Myanmar and People’s Republic of China. 

1. We applaud the successful convening of the Ninth AMMY+3 and commendthe continued efforts of ASEAN Plus Three, ASEAN Entities, and relevant ASEAN Partners and Organizations for deepening stronger cooperation to fulfil our shared commitments on youth. 

2. We reiterate our commitment to strengthen our collective actions in providing ASEAN Plus Three young people with opportunities to enhance their active role in the ASEAN Community building and people-to-people exchanges at the 26th ASEAN Plus Three Summit on 6 September, 2023 and the 27th ASEAN Plus Three Summit on 10 October, 2024. 

3. We remain committed tofacilitate ASEAN Plus Three initiatives on youth for fostering mutual understanding, a sense of commonality and a stronger Community spirit among ASEAN Plus Three youth, enhancing their physical and mental well-being and promoting their skills development in the era of fourth Industrial Revolution under ASEAN Plus Three Work Plan on Youth (2021-2025) and look forward to heighten more comprehensive partnership and as well to the development of the new post-2025 Work Plan on Youth.  

4. We reiterate the necessity to intensify the intercultural and interreligious dialogues in bolstering the culture of peace, moderation and tolerance among ASEAN Plus three youth and to encourage youth engagement in digitalisation and youth entrepreneurship while emphasizing the importance of conserving local culture and identity in line with the prioritisation of our leaders in the ASEAN Plus Three Cooperation Work Plan (2023-2027). In this regard, we encourage ASEAN, Plus Three Countries and other relevant Partners to cooperate towards more coordinated endeavors for fulfilling these commitments. 

5. We note with appreciation the accomplishments of the following youthrelated initiatives through ASEAN Plus Three Platforms, where at the same time, these activities made contribution to the successful implementation of ASEAN and ASEAN Plus Three Work Plans on Youth (2021-2025) and ASEAN Plus Three Cooperation Work Plan (2023-2027); 

       a. ASEAN China Young Leaders Programme (ACYLP) and ASEAN Talk – Virtual Edition funded through ASEAN-China Cooperation Fund (ACCF). China-ASEAN Youth Campus and “Bridge of the Future” China-ASEAN Young Leader Training Campus hosted by All-China Youth Federation (ACYF). 

       b. ASEAN Volunteers Project, JENESYS funded by Japan -ASEAN Integration Fund (JAIF) and the 47th Ship for Southeast Asian and Japanese Youth Program (SSEAYP) in 2023. 

6. We are pleased to note on-going implementations of the ASEAN Skills Development Project on Eco-Tourism and Agro-Tourism by the lead of Lao PDR in collaboration with ASEAN Plus Three Countries in December, 2024 through the support from ASEAN Plus Three Cooperation Fund (APTCF), ASEAN-China Youth Exchange Camp funded by ASEAN-China Cooperation Fund (ACCF) and JENESYS funded by Japan-ASEAN Integration Fund (JAIF) and look forward to the successful accomplishments of these initiatives through ASEAN Plus Three Mechanisms. 

7. We extend our sincere appreciation to Myanmar and China for their CoChairpersonship and arrangements for the Ninth ASEAN Ministerial Meeting on Youth. We welcome the Republic of the Philippines and Japan as the forthcoming Co-Chairpersonship and agreed to reconvene in Philippines for the Tenth ASEAN Plus Three Ministerial Meeting on Youth (10th AMMY+3) in 2026.
