According to VOV, the goals are to effectively and fairly use sea and island resources to serve socio-economic development in association with ensuring national defense, security, foreign affairs, and international cooperation.

Main marine economic sectors in order of priority are tourism and marine services, marine economy, exploitation of oil and gas and other marine mineral resources exploitation, aquaculture and fishing, coastal industry, renewable energy and new marine economic sectors, and improving the lives and livelihoods of the community.

Vietnam will increase inspection and scientific research on its seas and islands, meeting the requirements for sustainable use of resources; maritime, coastal, and island biodiversity protection; marine cultural heritage promotion; and response to natural disasters, climate change, and rising sea level.
