Bangkok,September 8 (AseanAll) — On September 8, 2026, Thai Deputy Government Spokesperson Captain Patdarasm Thongsaluaykorn disclosed that the cabinet, in its meeting today, approved the Memorandum of Understanding on Labor Cooperation between the Kingdom of Thailand and Democratic Socialist Republic of Sri Lanka and a Memorandum of Agreement on Employment of Sri Lankan Workers in Thailand, which aim at establishing cooperation framework and systematizing the sending and receiving of workers between the two countries in a clear, transparent, and efficient manner. This is as proposed by Ministry of Labor of Thailand.
Due to Thailand’s continuing demand for labor in certain sectors, coupled with calls from industry and employers, the Government has expedited measures to expand legal channels for recruitment of foreign workers. Sri Lanka has been identified as one of the initial target countries, with a preliminary goal of 10,000 workers to address labor shortage. This undertaking between Thailand and Sri Lanka is not a short‑term arrangement, but the result of years of dialogue and cooperation. Under the Agreement, employment can be verified from origin to destination.
The Memorandum of Understanding on Labor Cooperation covers exchange of labor market information, labor laws and policies, knowledge, experts, and best practices, as well as the development of skills and productivity. It also prescribes information‑sharing to prevent illegal employment and human trafficking.
The Agreement on Employment of Sri Lankan Workers in Thailand establishes systematic procedures for recruitment of workers, including employer information, number and qualifications of workers, and employment conditions and remuneration. Workers under the program will receive employment contracts, which will be signed directly between the worker and the employer before entering Thailand. They are required to obtain work permits, undergo health checks, and provide proof of health insurance before commencing employment. It is also required that they work only with authorized employers in approved occupations.
The Agreement also prescribes protection of rights. Sri Lankan workers will be treated fairly and equally with local workers under the principle of non‑discrimination. They will enjoy rights and benefits under their contracts and Thai labor law, and will have access to legal processes in the event of employment disputes. The Agreement sets a contract period of 2 years, extendable for another 2 years. Upon completion of the contract, workers must return to their country of origin, with employers responsible for all repatriation costs.
According to the Deputy Government Spokesperson, the goal of this cooperation is not just to increase the number of workers, but to ensure that workers enter Thailand through a legal, transparent, and verifiable process, thereby, reducing risks of illegal recruitment and human trafficking.
