(AseanAll)  — A Ceremony marking the Deposit of Instruments of Accession to ASEAN legal instruments by Timor-Leste took place on 24 November 2025 at the ASEAN Headquarters / ASEAN Secretariat in Jakarta. 

Timor-Leste, represented by its Permanent Representative to ASEAN, Ambassador Natércia Cipriano Coelho da Silva, formally deposited the Instruments of Accession to various ASEAN legal instruments across all ASEAN Community pillars. 

The documents were received by the Secretary-General of ASEAN, Dr. Kao Kim Hourn, in a ceremony witnessed by the Committee of Permanent Representatives to ASEAN. This important milestone demonstrates TimorLeste’s continued commitment to the implementation of the Roadmap for Timor-Leste’s Full Membership in ASEAN (Roadmap), whereby, under its Criterion 2, Timor-Leste is required to abide by and accede to all ASEAN treaties, conventions, agreements, and instruments. 

As agreed, under the Declaration on the Admission of the Democratic Republic of Timor-Leste into ASEAN, Timor-Leste will continue to implement the Roadmap, including the expedited process of Timor-Leste’s accession to the remaining legal instruments. ASEAN looks forward to the continued, full integration of Timor-Leste’s participation across all of ASEAN’s institutional mechanisms, bodies and processes.
