Singapore, October 5 (AseanAll) — President of the Republic of Panama José Raúl Mulino Quintero paid a State Visit to Singapore from 3 to 5 October 2026,according to the Ministry of Foreign Affairs of Singapore.
Mulino called on Singaporean President Tharman Shanmugaratnam, where they reaffirmed the warm ties between Singapore and Panama and discussed ways to deepen bilateral cooperation. They also exchanged views on the shared challenges and growth opportunities for Singapore and Panama, including in port infrastructure, and on developments in the global environment. Tharman and Mrs Jane Ittogi Shanmugaratnam hosted a State Banquet in honour of President Mulino and First Lady Maricel Cohen de Mulino.

Mulino also met Singaporean Prime Minister and Minister for Finance Lawrence Wong. They exchanged views on regional and international developments, and opportunities to strengthen cooperation in areas such as trade and investment, logistics and connectivity.

Wong conveyed Singapore’s decision to accede to the Protocol to the Treaty Concerning the Permanent Neutrality and Operation of the Panama Canal, as part of Singapore’s commitment to maintaining maritime safety and security, and upholding freedom of navigation in accordance with the 1982 UN Convention on the Law of the Sea.
Wong and Mulino also agreed to commence negotiations on a Mutual Legal Assistance Treaty between Singapore and Panama.
Following the meeting, Wong and Mulino witnessed the exchange of a Memorandum of Understanding between SATS Ltd and Tocumen International Airport to strengthen cooperation on connectivity and air cargo logistics.
