Timor-Leste President Calls for Urgent Creation of Supreme Court to Complete Timor-Leste’s Democratic Architecture

Dili, June 30 (AseanAll) — President of the Republic of Timor-Leste J. Ramos-Horta delivered a compelling speech on June 30, 2025 at the Supreme Court facilities, in which he called for the urgent creation of Timor-Leste’s Supreme Court of Justice, emphasizing that it is a constitutional imperative and an essential pillar for strengthening democracy in the country.

Before representatives of the judicial sector, parliamentarians and distinguished guests, the Head of State highlighted that the creation of the Supreme Court should not be viewed merely as an administrative act, but as a determining milestone for strengthening the Rule of Law and implementing the democratic principles enshrined in the Constitution.

Ramos-Horta observed that, although the Court of Appeal has assumed final instance functions and constitutional competencies to date, this accumulation of responsibilities has generated institutional tensions and has limited the effectiveness of the judicial system.

In his speech, the President also outlined a comprehensive judicial reform plan, addressing nine priority areas, including: professional development, judicial independence, digital modernization and improved access to justice.  President emphasized, however, that Timor-Leste must develop a judicial system adapted to its specific realities, rather than importing foreign models.  Also emphasized, in this context, the importance of integrating traditional dispute resolution mechanisms, based on suco structures, with formal legal procedures.

Ramos-Horta reiterated that the future Supreme Court must assume itself as the ultimate guardian of constitutional principles, remaining above political divisions and ensuring democratic balance, as well as protecting citizens’ fundamental rights.

The President concluded his speech by stating that the creation of the Supreme Court represents more than a simple institutional reform: it is the fulfillment of a constitutional promise and a beacon of hope for Timorese democracy.  A step that will ensure all citizens full access to justice, regardless of their social condition or geographical location.
