Timor-Leste participates in the Third High-Level Conference of the Global Action Forum on Shared Development in Beijing

(AseanAll)  — Timor-Leste Vice Prime Minister and Coordinating Minister of Economic Affairs Francisco Kalbuadi Lay represented the Government of Timor-Leste at the Third High-Level Conference of the Global Action Forum on Shared Prosperity, held in Beijing, People’s Republic of China, on April 21st and 22nd, 2026. 

The conference, organised by the China International Development Cooperation Agency (CIDCA) under the theme “Action-Oriented: Building a Global Development Community for All”, brought together more than 600 participants from various countries and organisations, including government officials, representatives of international organisations, and experts. The meeting reviewed progress on the Global Development Initiative (GDI) and discussed ways to strengthen international cooperation to implement the United Nations 2030 Agenda.

In his remarks, the Vice Prime Minister emphasised Timor-Leste’s commitment to international cooperation and sustainable development, noting that “this Forum reflects our shared commitment to promoting the Global Development Initiative and accelerating progress towards the 2030 Agenda through practical cooperation, partnerships, and collective action.”

The Vice Prime Minister also highlighted “China’s transformation over the past few decades,” which “has had a significant impact not only at the national level but also globally, contributing to economic growth, technological advancement, and development cooperation,” adding that “for Timor-Leste, China remains a very important partner in our development journey.”

The Vice Prime Minister argued that “global progress requires collective effort. It requires countries to work together, support one another, and build partnerships grounded in mutual respect and shared benefits.”

“We firmly believe that by working together, we can build a better, more inclusive, more resilient, and more prosperous future for all,” he concluded.

During the conference, participants shared experiences and discussed strategies to address challenges such as poverty, climate change, and inequality. A list of priority measures was also presented as part of a future action plan, focusing on food security, the digital economy, and sustainable development.

Heads of state and government, ministers, and senior international officials, including Chinese Minister of Foreign Affairs Wang Yi and Chen Xiaodong, President of the China International Development Cooperation Agency, attended the event. During the conference, the Vice Prime Minister was accompanied by Timor-Leste’s Ambassador to the People’s Republic of China, Loro Horta.
