Azerbaijan, March 12 (AseanAll)  — President of the Republic of Timor-Leste, J. Ramos-Horta joined a distinguished lineup of international figures for a high-level panel on “Global Security and Balance of Power” at the XIII Global Baku Forum in Azerbaijan on March 12, 2026. 

Sharing the stage with prominent leaders, including former European Council President Charles Michel and former Arab League Secretary-General Amre Moussa, the Head of State contributed to critical discussions on emerging security challenges. The panel focused on the urgent necessity of upholding international law as the essential foundation for fair, stable, and enduring international relations in an increasingly volatile world.

During his intervention,Ramos-Horta powerfully drew upon Timor-Leste’s own history of peacebuilding, recalling the nation’s successful journey from conflict to independence and its historic reconciliation with Indonesia. The head of state emphasized that visionary political leadership is fundamental in managing the aftermath of conflicts and laying solid groundwork for sustainable development. Today, the President noted, Timor-Leste stands as a living testament to how dialogue and international cooperation can transform a war-torn landscape into a thriving nation that enjoys robust peace, institutional stability, and strong regional ties.

Addressing current global crises, particularly the devastating conflicts in the Middle East, the President warned of their severe humanitarian and geopolitical impacts. President Ramos-Horta reiterated that small nations like Timor-Leste deeply depend on multilateral institutions and a rules-based international system anchored in mutual respect. 

Quoted by the national news agency AZERTAC, President Ramos-Horta left the international audience with a resounding message: “Leadership guides peoples toward security, peace, reconciliation, and development. This historical lesson is important for all countries, including Azerbaijan,” reminding the world that dialogue and cooperation must remain absolute priorities to achieve lasting global stability.
