Chinese Ambassador Meets with Executive Director of the Philippine Presidential Anti-Organized Crime Commission (PAOCC)

Manila, January 23 (AseanAll)  — On January 22, 2026, Chinese Ambassador to the Philippines Jing Quan met with Executive Director Benjamin Acorda Jr. of the Philippine Presidential Anti-Organized Crime Commission (PAOCC) .

Ambassador Jing stated that through the joint efforts of both sides, the incidence of kidnapping cases involving Chinese citizens has decreased by 50% over the past year, with the fatality rate dropping by 80%. In December 2025, law enforcement agencies from the two countries collaborated to apprehend and repatriate suspect Shi Chunfang, who was involved in multiple kidnapping and murder cases, as well as “Red Notice” fugitive Hao Bin, accused of embezzling 970 million yuan. The Chinese side expressed sincere gratitude for the strong support from the Philippines and expressed its willingness to further deepen law enforcement cooperation, resolutely combat all types of illegal activities, and effectively safeguard the lives and property of people in both countries.

Both sides also exchanged in-depth views on recent key cases, including kidnapping, telecom fraud, and drug trafficking. They agreed to further strengthen the mechanism for China-Philippines law enforcement cooperation, jointly combat transnational crime, and provide more solid safeguards for promoting normal personnel exchanges and economic and trade cooperation between the two countries.
