Bangkok, December 18 (AseanAll) — On December 17, 2025, at the InterContinental Bangkok Hotel, Thai Government Spokesperson Siripong Angkasakulkiat disclosed Prime Minister and Minister of Interior Anutin Charnvirakul’s interview with the press, following his attendance at the dinner reception for participants of the International Conference on the Global Partnership against Online Scams, hosted by Thailand during December 17-18, 2025.
According to the Prime Minister, Thailand has earlier put forward the issues of online scams and cybercrimes at the ASEAN and APEC Summits, which has garnered widespread interest. This resulted in a higher-than-expected turnout of participating countries at the meeting. Outcome document of the conference will be the "Bangkok Joint Statement", which will serve as a cooperation framework in addressing online scams and cybercrimes.

Participating countries apparently place priority on solving these issues, as evidenced by their high-level representation at the conference. For instance, the Kingdom of Morocco dispatched three ministers to attend, the People's Republic of China sent Assistant Minister of Public Security Liu Zhongyi who is widely known as an expert in scammer crackdowns, whereas India and Myanmar sent their senior ministers to attend. Several nations across Europe, Asia, and the Middle East were also represented by the ambassadors. Representatives of many countries whom the Prime Minister met for the first time expressed appreciation to Thailand for its initiative and cooperation in suppressing and preventing online scams.
The Prime Minister also mentioned Thailand’s unprecedented collaboration with China on offender repatriation and emphasized Thailand’s stance on treating individuals engaged in such activities as undesirable persons who should be prosecuted by their countries of origin to further track down masterminds and dismantle criminal networks in an effective manner.
Regarding domestic operations, relevant agencies, i.e., the Royal Thai Police, Anti-Money Laundering Office (AMLO), Ministry of Justice, and administrative authorities, have been working closely together to seize and freeze substantial number of assets from offenders and proceed with the prosecution. The Prime Minister reaffirmed that these operations have been committedly carried out rather than a mere social response, as cybercrimes apparently intertwine with human trafficking, narcotics, illegal gambling, and illicit arms trade.
The Prime Minister also stated that Thailand, as host of the conference, assured the safety of all participants, regardless of the countries of origin and despite the ongoing border issues, as the country can clearly distinguish between people-to-people relations and political matters. Cambodia’s absence from the conference does not deter Thailand’s commitment to move forward with this effort. He also mentioned that Cambodian athletes were welcomed at the recent SEA Games opening ceremony.
According to the Prime Minister, the "Bangkok Joint Statement" will outline cooperation under the "5Ps" approach, namely, Policy, Protection, Prosecution, Partnership, and Prevention. The meeting atmosphere was positive with many participants commended Thailand’s role on anti-cybercrimes at the international stage. India also expressed appreciation toward the Thai Government for repatriating over 300 Indian nationals.
The Prime Minister underscored the importance of international cooperation, especially between the countries of origin and destination, in solving cybercrimes. Suppression of online scams is one of the 4 key conditions of the joint declaration signed earlier by Thailand and Cambodia in Kuala Lumpur, which also include withdrawal of troops from border areas, implementation of humanitarian actions, and dismantling of scammer networks. Thailand commits to take immediate action against any location utilized as a scam center, even if they are disguised as a legitimate business.
