Vietnamese Prime Minister receives Secretary of the Russian Security Council

Hanoi, December 10 (AseanAll)  — Vietnamese Prime Minister Pham Minh Chinh on December 9, 2025 hosted a reception for Secretary of the Russian Security Council Sergey Shoigu, who is on a working visit to Viet Nam from December 8 to 10,according to Vietnamese government portal(VGP).

The Vietnamese Government leader noted the positive momentum in bilateral relations, saying the visit contributes to consolidating the traditional friendship and Comprehensive Strategic Partnership between Viet Nam and Russia.

He reaffirmed that Viet Nam always bears in mind the effective assistance and support offered by the Soviet people, including Russia, for Viet Nam during its most challenging periods as well as throughout its national development and construction.

The Prime Minister thanked the Russian Federation in general and Sergey Shoigu in particular, for creating favorable conditions for the Vietnamese community living and working stably in Russia. He also proposed that the two sides further study mechanisms to simplify travel procedures for their citizens in order to boost substantive bilateral cooperation.

In reply, Sergey Shoigu reiterated Russia's desire to further advance existing areas of cooperation with solid foundations while expanding cooperation in new fields suited to the conditions and needs of both countries, thereby contributing to realizing each nation's development goals and further strengthening bilateral ties. 

Shoigu said that Russia will work closely with Vietnamese ministries and agencies to effectively implement the agreements reached during recent high-level visits and exchanges.

He also thanked the Vietnamese Government for its sustained attention and timely coordination with the Russian Government to promote bilateral relations.

Earlier, Shoigu met with General Secretary of the Communist Party of Viet Nam To Lam and held talks with Minister of Public Security Luong Tam Quang.

During the talks, Luong stressed that since General Secretary To Lam's official visit to Russia in May, where he attended the ceremony celebrating the 80th anniversary of the Victory in the Great Patriotic War, bilateral cooperation has grown strongly across various fields.

Given the rapidly changing global and regional landscapes — with both traditional and non-traditional security challenges becoming more complex and criminal activities increasingly sophisticated and transnational, directly affecting the social stability and security of both Viet Nam and Russia — the minister suggested that both sides continue to effectively implement the Viet Nam–Russia Comprehensive Strategic Partnership, said the Vietnamese minister.

He suggested both sides need to increase delegation exchanges at all levels to share information on issues of mutual concern, cooperate in verifying and handling cases involving citizens of both countries, and regularly consult, coordinate, and support each other at multilateral forums and mechanisms.

For his part, Shoigu affirmed that security cooperation is an important pillar of the Viet Nam–Russia Comprehensive Strategic Partnership.

He expressed confidence that with the political commitment and strong support of the high-ranking leaders of both countries, the Vietnamese Ministry of Public Security and Russian law enforcement and security agencies will continue to expand cooperation in various areas, including anti-terrorism, transnational crime prevention, information security, cybersecurity, personnel capacity building, and other areas of mutual interest.
