The 22nd ASEAN and Japan Transport Ministers Meeting held in Kuala Lumpur, Malaysia

(AseanAll)  — The 22nd ASEAN and Japan Transport Ministers Meeting (22nd ATM+Japan) was held on 21 November 2024 in Kuala Lumpur, Malaysia. 

The Meeting was cochaired by Mr. Loke Siew Fook the Minister of Transport of Malaysia and  Mr. Furukawa Yasushi, State Minister of Land, Infrastructure, Transport and Tourism of Japan. The Meeting was preceded by the 23 rd ASEAN and Japan Senior Transport Officials Meeting (23rd STOM+Japan) held on 19 November 2024. 

ASEAN Member States welcomed the announcement by Japan to promote cooperative projects and activities under the ASEAN-Japan Transport Partnership (AJTP) in a comprehensive and sustained manner and support the various activities for the implementation of the Kuala Lumpur Transport Strategic Plan 2016-2025 and its successor document in the areas of air transport, land transport, maritime transport, sustainable transport and transport facilitation. 

The Meeting noted with satisfaction the steady progress of 27 projects implemented based on the AJTP Work Plan for 2023-2024, under the Luang Prabang Action Plan adopted at the 21st ATM+Japan in November 2023. The Meeting adopted the “Outcome Document of the Project for Safe and Efficient Transport”, “Completion Report of the Joint Hydrographic Survey of the Straits of Malacca and Singapore” and “Guideline for Maritime Safety Information Provision Service to Small Boats in the ASEAN region” as the key deliverables under the AJTP Work Plan for 2023-2024. 

The Meeting endorsed the AJTP Work Plan for 2024-2025 under the Luang Prabang Action Plan, included two (2) new initiatives: “Human Resource Development on Aids to Navigation (AtoN)” and “Development of ASEAN-Japan CEF (CORSIA Eligible Fuel) Certification Guidebook - SAF (Sustainable Aviation Fuel) feedstock diversification and certification”.  

The Meeting noted the status of the ASEAN-Japan Consultation on Regional Air Services Agreement (AJC-RASA) and looked forward to convening its 5th meeting in due course. The Meeting agreed to task the AJC-RASA to work towards the successful conclusion of a more liberal and mutually beneficial ASEAN-Japan Air Services Agreement with a view to enhancing the air transport relationship between ASEAN and Japan. 

The 23 rd ATM+Japan Meeting will be convened in 2025.
