Manila, May 7 (AseanAll) — On May 7, 2026, Chinese Ambassador to the Philippines Jing Quan met with Director of the Philippine National Bureau of Investigation (NBI) Melvin Matibag.

The two sides had an in-depth exchange of views on jointly combating criminal activities such as online gambling, telecom fraud, and kidnapping.
Jing Quan particularly stressed that China consistently adheres to the "three prohibitions" principle regarding cross-border gambling, namely: no Chinese capital is allowed to invest in local casinos; no Chinese citizens are allowed to participate in the operation of local casinos; and local casinos are not allowed to solicit gambling from Chinese citizens. China hopes that the Philippine side, in the process of cracking down on illegal online gambling and telecom fraud, will fully respect China's policy stance, strengthen coordination and cooperation with China, and jointly sever the cross-border gambling chain targeting Chinese citizens.
