Joint Statement between Malaysia and Kyrgyz on Enhancing Cooperation towards the Strategic Partnership for Future Prosperity

JOINT STATEMENT

between Malaysia and the Kyrgyz Republic

on Enhancing Cooperation towards the Strategic Partnership

for Future Prosperity 

1.   At the invitation of the Prime Minister Anwar Ibrahim, His Excellency Sadyr Zhaparov, President of the Kyrgyz Republic, undertook an official visit to Malaysia on 24 and 25 June 2025. This visit marked President Sadyr Zhaparov’s first visit to Malaysia since assuming office on 28 January 2021, to reciprocate the official visit by the Prime Minister Anwar Ibrahim to the Kyrgyz Republic on 15 and 16 May 2024. Since the establishment of diplomatic relations in 1992, both countries have enjoyed mutual benefits, across various fields of interest.

2.   President Sadyr Zhaparov was accorded a ceremonial welcome on 25 June 2025 at the Perdana Square, Prime Minister’s Office, Putrajaya. After the ceremony, President Sadyr Zhaparov held a bilateral meeting with Prime Minister Anwar Ibrahim, during which both Leaders held substantive dialog covering a wide range of bilateral, regional and international issues of mutual interest in a friendly and warm atmosphere. Both Leaders recognised the importance of strengthening the existing bilateral relations and expressed their shared commitment to elevating ties to the level of a strategic partnership in the future.

3.   Both Leaders expressed satisfaction with the progress of ongoing cooperation between the two countries. Both Leaders agreed to continue working towards enhancing ties in key areas, including trade and investment, halal industry, renewable energy, green energy, education, tourism, culture, connectivity as well as digital transformation and cybersecurity.

4.   The Leaders noted with satisfaction the importance of intensifying political contacts at all levels, which contribute to strengthening ties, mutual trust and understanding between the two countries. They reaffirmed their common commitment to encourage and facilitate regular meetings and consultations at all levels and on a wide range of issues of interest to both countries, as well as to promote regular exchanges of ideas and views on key international issues within the framework of the United Nations (UN), the Organization of Islamic Cooperation (OIC) and other important international organizations and conferences. To this end, the Leaders welcomed the outcomes of the Second Bilateral Consultations held in Putrajaya on 20 May 2025 and expressed hope that such interaction mechanism will be held regularly to coordinate joint efforts between the two countries.

5.   The leaders underscored the important role of the “Friendship Groups” in the House of Representatives of the Parliament of Malaysia and the Zhogorku Kenesh of the Kyrgyz Republic. They expressed their support for further strengthening inter-parliamentary ties through the exchange of visits and organization of joint events. 

6.   Recognizing the importance of economic cooperation, both Leaders reaffirmed their commitment to strengthening trade and investment in areas of mutual interest, namely agriculture, precious metals and mining, electrical and electronics, industrial goods, machinery and equipment, chemicals, processed food as well as textiles. The Leaders noted the importance of inter-agency cooperation in trade and exports between the two countries. Positive efforts towards the establishment of the Malaysia-Kyrgyzstan Business Council to expand and strengthen cooperation between the business communities of the two countries were noted.

7.   The Leaders also expressed satisfaction with the ongoing collaboration in the halal industry between Malaysia and Kyrgyz Republic, and welcomed the signing of the Memorandum of Understanding on Halal Cooperation between Halal Development Corporation Berhad and the State Institution "Center for the Development of the Halal Industry” under the Ministry of Economy and Commerce of the Kyrgyz Republic in November 2024. Both Leaders supported the proposed initiative to establish the Halal Cooperation Action Plan Kyrgyzstan-Malaysia and attract strategic collaboration for the construction of a halal meat production park in the Kyrgyz Republic.

8.   Both Leaders agreed to explore new areas of cooperation in various sectors, including agricommodity, renewable and green energy, hydropower, health and wellness products, biotechnology, medical devices, Islamic banking and finance, construction/facilities management and telecommunication, as well as precious metal and mining industries.

9.   Both Leaders underscored the significance of creating a conducive business environment to encourage greater investment flows between Malaysia and the Kyrgyz Republic. They concurred that Malaysia has the potential to serve as a conduit for expanding the Kyrgyz Republic’s market within the ASEAN region and the Kyrgyz Republic's potential to act as a conduit for increased investment and exports in the Eurasian Economic Union (EAEU) region.

10.   Both Leaders reaffirmed their intention to continue strengthening cooperation in the field of higher education as an important tool for developing people-to-people ties and mutual understanding between the two countries. The Leaders underscored the commitment to support the exchange of educational experiences, including the proposal for student exchanges. They also highlighted the importance of expanding cooperation in joint research, academic partnership, and the sharing of expertise, aiming to foster closer ties and knowledge exchange between the two countries.

11.  Recognizing the importance of the tourism sector, both Leaders expressed their readiness to intensify cooperation in this area, leveraging the opportunities of the “Visit Malaysia 2026” (VM2026) initiative and considering the prospects for implementing joint tourism projects between Malaysia and the Kyrgyz Republic, including such specialized areas as Muslim-friendly tourism and mountain tourism routes. President Sadyr Zhaparov invited the Malaysian side to the implementation of joint investment projects in hotel business and services sector in the Kyrgyz Republic, which will contribute to strengthening positions in the global tourism market and sustainable growth of the tourism sector. 

12.  Both Leaders expressed their satisfaction with the continued success of the Malaysian Technical Cooperation Programme (MTCP) in playing a vital role to support the capacity-building initiatives of the Kyrgyz Republic. Malaysia reaffirms its commitment under the auspices of the MTCP. The Kyrgyz Republic looks forward to further cooperation with the Malaysian government under the MTCP in areas of mutual interest.

13. The Leaders welcomed the signing of Memoranda of Understanding in the fields of tourism, health, higher education, digital transformation and cybersecurity, trade promotion cooperation, economic cooperation as well as scientific and research cooperation. The Leaders also witnessed the Exchange of Notes in the field of youth policy and training for diplomats, as well as the Exchange of Letter of Intent on legal cooperation.

14.  Noting the common understanding of the two nations on a number of important regional and international issues, both Leaders expressed satisfaction with their close and active engagements in regional and international affairs, and reaffirmed their commitment to further continue their efforts and cooperation, particularly during Malaysia’s Association of Southeast Asian Nations (ASEAN) Chairmanship in 2025, for the establishment and promotion of regional and international peace, stability and development.

15.  President Sadyr Zhaparov congratulated Prime Minister Anwar Ibrahim and reiterated the Kyrgyz Republic’s full support of Malaysia’s Chairmanship of ASEAN in 2025. The Leaders discussed the possibility of the Kyrgyz Republic acceding to the Treaty of Amity and Cooperation (TAC) in Southeast Asia. Both Leaders also acknowledged the progress status of the proposed “ASEAN + Central Asia” format which is under review by ASEAN Member States.

16. Malaysia welcomed the Kyrgyz Republic’s initiatives in promoting the mountain agenda and addressing climate change issues within the UN and the UN Framework Convention on Climate Change, acknowledged the efforts to institutionalize the Mountain and Climate Dialogue and the "Declaration on Climate Change, Mountains and Glaciers", as well as the Mountain Partnership Group presented at the 29th Conference of the Parties to the UNFCCC (COP29) in 2024 in Baku, Azerbaijan. Malaysia also welcomed the upcoming Second Global Mountain Summit "Bishkek+25" in the Kyrgyz Republic in 2027, held within the framework of the UN General Assembly Resolution declaring 2023– 2027 the Five Years of Action for Mountain Development.

17.  Both Leaders reaffirmed that international challenges must be resolved through peaceful means, in full accordance with the international law and relevant UN resolutions. Both Leaders also called for unimpeded access to humanitarian aid to the Palestinian territory. The Leaders also underscored the importance of continuing to provide capacity-building assistance and humanitarian aid, in an effort to improve the lives and livelihoods of the Afghan people. Both Leaders emphasized the importance of a just and lasting solution to the above-mentioned challenges in bringing peace and stability to the region. 

18.  President Sadyr Zhaparov expressed deep appreciation and sincere gratitude to Prime Minister Anwar Ibrahim and the people of Malaysia for their warm welcome and generous hospitality extended to him and his delegation and highlighted Malaysia’s long-standing support for the Kyrgyz Republic. Both Leaders reaffirmed their commitment to further strengthening the warm friendship between the two nations.
