Phnom Penh, October 31 (AseanAll) — Cambodian Military Region 4 and Thai Army Area 2 held a special meeting of the Cambodia-Thailand Regional Border Committee (RBC) at the O’Smach border checkpoint in Oddar Meanchey province, Cambodia on the afternoon of October 31, 2025 to discuss the removal of heavy and destructive weapons and equipment, following the Special Regional Border Committee (RBC) Joint Secretariat Meeting, which was concluded on the morning of October 31.
This meeting was co-chaired by Lieutenant General Pov Heng, the commander of the Military Region 4 of the Kingdom of Cambodia, and Major General Virakyuth Raksing, the Commander of the 2nd Army Area of the Kingdom of Thailand, with participation from ASEAN Observer Team (AOT) based in Cambodia and Thailand to monitor, verify, and ensure the full, accurate, and effective implementation of the ceasefire agreement.

According to Lt. Gen. Maly Socheata, Spokeswoman for the Cambodian Ministry of National Defence, both parties discussed and agreed on a concrete plan for the gradual and phased removal of heavy and destructive weapons and equipment under the observation and verification of the AOT, with the joint objective of de-escalating military tension.
This meeting reflected the commitment of both parties to uphold and implement the agreements adopted in the Joint Declaration between Cambodia and Thailand, signed by Samdech Thipadei Hun Manet, Prime Minister of Cambodia, and Thai Prime Minister, in Kuala Lumpur on Oct. 26, 2025, witnessed by the U.S. President Donald J. Trump and Malaysia's Prime Minister Anwar Ibrahim, as well as the outcomes of the 2nd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) held in Malaysia on Oct. 23, 2025, with a sincere and irrefutable good-faith.

Both sides agreed and signed an Agreed Minutes on "the Removal of Heavy and Destructive Weapons and Equipment." Both parties reaffirm their strong commitment to fully and effectively implement this significant outcome document.
At the same time, Cambodia sincerely hopes that this positive step will contribute to the joint efforts of both countries to promote peace, stability, and the return to normalcy in the near future.
